What Is Citizenship for Exceptional Services?

The Maltese government allows acquiring citizenship by naturalization if an investor can prove to have provided exceptional services to the state. Exceptional services imply direct investments (donations) and buying or renting real estate in the country.

Maltese Passport for Foreigners

Nationals of most countries can apply for Malta citizenship by naturalization for exceptional services. Generally, the EU countries do not tend to sell their passports and offer no citizenship by investment program. However, some exceptions exist, and Malta is one of them.

There are three general conditions for obtaining Malta citizenship by direct investment:

Also:

An applicant has to get a Malta residence permit first and hold the residence status for 12 or 36 months.

Then an investor has to pass a due diligence check – a comprehensive legal assessment.

The investor must also have no criminal record and meet other legal terms and conditions.

The property you buy or rent must be kept for at least 5 years.

The investment of €600,000 or €750,000 you make is non-refundable – it is a contribution to the National Development and Social Fund (NDSF) in Malta.

Benefits

Malta Citizenship Benefits

Our goal is simple – provide successful entrepreneurs and investors with high-level services to solve their problems by reducing their taxes, getting second citizenship and investing overseas.

180+ visa-free countries

A Maltese passport allows you to visit 187 countries without going through a long and complicated visa-issuing process. Some countries will issue you a visa on arrival or ask for a simple electronic travel authorization (eTA). The majority of states – 142 offer complete visa-free access, among them: the EU countries, Japan, the UK, Switzerland, Singapore, and Hong Kong.

Legislation and tax system

Malta's legislation and tax system are among the most favorable in Europe. There are no gift or inheritance taxes in Malta. VAT in the country is only 18%, which is uncommon for the majority of the EU states.

Become an EU citizen

Obtaining a Maltese passport means becoming a European citizen. You will have the right to travel and settle in any of the 27 EU member states and Switzerland.

Have two or more passports

Obtaining Malta citizenship does not imply renouncing your previous citizenship. It means you can have two or more passports unless there are no restrictions from the other country.

No language tests

Candidates for Maltese citizenship are not required to know Maltese or English to participate in the investment program.

Great holidays destination

Malta is an island state in the Mediterranean Sea with a rich cultural heritage. It boasts a warm, comfortable climate, several yacht marinas, and UNESCO World Heritage Sites. With a Maltese passport, you can stay at your second home overseas whenever and however much you want.

Access to medical services

Malta offers its citizens an excellent healthcare system. The WHO put Malta in 5th place among over 100 countries in terms of overall healthcare. An investor will be eligible to use the local medical services for free after obtaining a passport.

International schools for children

International private schools in Malta offer high-quality education and teach according to British and US national curriculums and offer the International Baccalaureate (IB) program. The primary language of instruction in such schools is English.

Political and economic stability

The political climate in Malta is stable, as well as it's economy. In the last few years, the country's economy has shown significant growth in private and public consumption and the tourism sector, reaching an estimated overall growth rate of 6.6% in 2022.

Drawbacks

Possible Drawbacks

Costly Program

Many other countries' citizen-by-investment programs require a smaller investment, starting from about $100,000. To obtain a Malta passport, one must contribute a minimum of €690,000, so it is one of the most costly but also one of the most desirable citizenships.

Not the Fastest Option

If you want to get new citizenship as soon as possible, consider applying for other CBI programs, for example, St Kitts and Nevis or St Lucia. Acquiring a Maltese passport is a lengthy process that lasts at least 1 year. Moreover, you will need to actually live on the territory of the country and maintain your resident status.

Inspection

Checking that investor’s funds are legal and that all immigration conditions are met. This stage is necessary to ensure that applicant’s documentation will be accepted.
